EMAAR and the Saudi government were planning a world-class, state-of-the-art container port with a throughput capacity equal to that of Jebel Ali Port in UAE. The Alternative 1 Concept Master Plan had a phased capacity of 3.8 MTEU/year to 6 MTEU/year, whereas the Alternative 2 Concept Master Plan had a phased capacity of 10 MTEU/year to 20 MTEU/year. The latter capacity would at that time have made it the third busiest container port in the world.

The scope of work included initial port planning for the container port, both marine and landside facilities. The port would accommodate a significant number of reefers. Order-of-magnitude cost estimates were developed too.
